PORTLAND, Ore. – Multiple new units will be installed on the site of a 91-year-old single-family home in the Kerns neighborhood following its demolition by a Clackamas developer.
The house, located at 3037 SE Pine St., was built in 1924 and is constructed on a 5,000-square-foot lot. The one-story house itself totals 984 square feet in size.
In 2014 the county recorded a death certificate associated with the property’s ownership. On May 12, 2015 a sale was recorded from an estate into ownership by Structure Redevelopment LLC. The sale price was $430,000. PortlandMaps lists the property’s 2014 real market value as $331,590, while Zillow’s “Zestimate” of its value is $407,906.
Zillow shows that the property was advertised as a “cosmetic fixer in need of your TLC. Room to convert the basement for more space. Sought after close in SE location. Home is fairly original throughout. Sold as is by the estate.”
But on May 18 the city received an application for demolition of the 91-year-old home. Mike Coyle of permit middleman company Faster Permits is listed as the applicant, with Structure Redevelopment LLC shown as the owner and contractor.
That same day the developer applied for a lot confirmation to establish two lots on the 5,000-square-foot property, each 50-by-50 feet in size. A lot confirmation is used to reopen lot lines that have existed for decades on city record for the property, but which were combined at some point into the current parcel.
Reopening these historic lot lines can allow for legal construction which does not meet current zoning regulations, as evidenced by recent cases in the Eastmoreland neighborhood.
But in the case of the Pine Street property, opening up two lots on the 5,000-square-foot parcel will fit into its current R2.5 zoning which allows for a maximum of one residential unit per 2,500 square feet of property according to the Bureau of Development Services.
On May 20 the city received an application for construction of a new three-story house with an attached garage on one of the lots. No applications have been received for construction on the other lot.
Structure Redevelopment is registered to Natalie Rudnitsky in Clackamas. A LinkedIn page shows Vlad Rudnitsky working in “operations” at Structure Redevelopment. Vlad Rudnitsky was formerly the registrant of development company Dilusso Homes LLC, lauded by KATU and The Oregonian. This development company has not operated since 2013.
Vlad Rudnitsky is also affiliated with Dilusso Renovations LLC, which has been voluntarily placed as inactive according to the Construction Contractors Board. Dilusso Renovations LLC has one open dispute that has not yet been investigated by the CCB. In the past the company has also been suspended for not having proof of surety bond.
The demolition delay for the Pine Street house expires June 22.
