PORTLAND, Ore. – Property formerly home to a northeast Portland bar in the Kerns neighborhood is the site of a proposed new four-story mixed-use development.
The lot at 440 NE 28th was the location of Lucky’s Bar and Grill, described by PDXBars.com as a “neighborhood dive leaning towards old punks, rockers, and skaters with a nicely did patio, cheap drinks and strangely, Italian food.”
Several months before its demolition the city received a detailed noise complaint on the bar: “Lucky’s Bar has been blasting their music well into the night yet again. It occurs many nights, both weeknights and weekends. They leave their door open, broadcasting the music into the neighborhood. Can clearly identify what song is playing 1 block away. Patrons leaving the bar frequently stand outside yelling for extended periods of time. Many patrons leave in cars and on motorcycles, performing burn-outs in the street and racing down Glisan.”
Lucky’s was demolished last spring. It its place a developer is planning a four-story mixed-use complex, with ground floor retail and three floors of apartments.
The property is owned by G28 Investments LLC, registered to Richard Hannah. Hannah has been registered to other real estate holdings businesses in the past, including Forest Heights LLC and Lovejoy Loft 423 LLC.
The applicant on the Glisan development is Jim MacCallum listing G28 Investments LLC as his affiliation. MacCallum has previously been affiliated with Kent DM Investments LLC.
Next to the vacant lot, two new houses were recently built after an 1899 home was demolished in 2012.
One of the new-builds is on a recently-split 1,875 square foot lot. That house is renting out one bedroom as a short-term rental, according to city data.
