‘Urban Revival’ Demolition and Partition in Woodstock

PORTLAND, Ore. – A single-family residence in the Woodstock neighborhood was demolished in 2013, with the lot partitioned into three parcels for new construction.

The property, located at 4449 SE Nehalem St., was formerly a single roughly 7,200 square foot lot home to a single-family residence built in 1946.

It sold in 2013 for $200,000. Later in the year the new owner applied for demolition of the house. It was subject to the 35-day demolition delay, as the plans involved more than one housing unit to replace it.

The roughly 7,200 square foot lot was divided into three parcels. A three-story house has been completed on the north lot, but there has not yet been a recorded sale.

The remaining lots have open permits for development. Each will see the construction of a two-story single family residence with a tuck-under garage.

The property is owned by Scotland Holdings LLC and Harger 401K Plan.

Scotland Holdings LLC lists Scot Harger as its manager. The business is registered at a Tigard address.

There is no business registry under the name “Harger 401K Plan.”

The applicant on the redevelopment is Michael Vaughn of Urban Revival LLC, who also serves as the contractor.

Harger and Vaughn are collaborating on a demolition at 10435 N Midway Ave, property Harger bought in the fall for $127,000. The team received a demolition permit for the 1948 home on Dec. 18, after it was subject to the 35-day delay meaning it will be replaced by multiple units of housing.
