At that time the permit was listed as “approved to issue,” which according to the Bureau of Development Services means “all technical reviews have been completed, fees have been billed, and permit is ready to be picked up by customer.” Given this definition it appears the demolition work had been approved, though it was still technically performed without an issued permit
