PORTLAND, Ore. – A large apartment complex is under construction on the previous site of a collection of food carts.
The structure, located in the Kerns neighborhood on NE 20th between Davis and Everett, will be five stories tall, with 47 apartment units. There will be a surface parking lot.
The property is owned by Wistaria Heights Apartments LLC, registered in Tigard by Joseph Westerman, and Bush Avenue Apartments LLC, also registered in Tigard and affiliated with Westerman, but which lists Miller Nash LLP as its registered agent.
The lot was previously known as the Green Castle Food Court. It was in the news for permitting troubles in 2012. The city also received several official complaints regarding odors and loud music from the food carts.
In 2013, Westerman revealed his plans for the apartment complex, reported Lee Perlman in the Southeast Examiner.
The contractor on the development is Evergreen Builders LLC. This contracting company is also registered in Tigard to Joseph Westerman. One of the LLC’s members is Premium Developments Inc., of which Westerman is president, and which is also registered by Miller Nash LLP.
The development is located in an RH zone, which is a high density multi-dwelling residential zone. Density in these zones is regulated by floor area ratio (FAR) limits. The FAR is calculated by dividing the total square feet of a building by the total square feet of the property it sits on.
The posted permit blocking parking on the west side of 20th to reserve space for a “fence and pedestrian walkway” appears to have expired in July.
