PORTLAND, Ore. – A vacant lot on SE Division Street in the Richmond neighborhood will soon be the site of a three-story apartment building.
The 3,750 square foot lot is located at 4010 SE Division. It is flanked on either side by 1916 single-family homes.
A single-family home occupied the vacant lot until 2004, when it was demolished following a fire related to “drug lab chemicals.”
The Portland Tribune reported on a raid at the house in 2004:
“Portland police arrested three men during a raid on a suspected drug house at 4008 S.E. Division St.
The raid closed several blocks of the busy street during rush hour Wednesday morning while investigators dressed in hazardous-material suits dismantled what they said appeared to be a methamphetamine lab inside the house.”
An application received by the city in February 2014 proposes a new wood-frame three-story, 10-unit multifamily structure.
The city received a number of complaints about the vacant lot since the demolition, including “trash, sunken area collecting water and mosquitoes” and “severe blackberry overgrowth onto neighboring properties.”
The last recorded sale was in 2005, for $150,000. The current owner is Metro 4008 Division Street LLC, along with Realty Management Advisors Oregon Inc.
Metro 4008 Division Street LLC lists Steve Day as its manager. Day is involved with a current development at 5149 NE Davis in the North Tabor neighborhood, where a 5,000 square foot lot was split, with the existing 1906 house remaining on one 2,550 square foot lot, and a new house under construction on the 2,450 square foot lot. The property is located within an R2.5 zone, meaning one dwelling per 2,500 square feet of land.
The applicant on the Division Street development is Phil Krueger of Orangewall Studios. This architecture firm designed the Laurelhurst Market at 3155 E Burnside, among other projects.
