PORTLAND, Ore. – A longtime Chinese import-export wholesale store was pending sale in the summer, and the city has received a proposal to develop a mixed use structure on the site.
Spring Market at SE 31st and Hawthorne was owned by Chi So and Yin Ping Ho Bilon. The building was constructed in 1949.
The last listed sale date is in 1991. As of July 2014, a sale was pending. The sale price is not yet listed.
The buyer is Vic Remmers of VWR Development LLC. Remmers is also the owner of Everett Custom Homes.
In July Remmers applied for early assistance on the property. The application proposes a “four story mixed use building with ground floor retail and 30 apartments.”
Earlier this month the city received a public works application on the property. The permit states that a pre-design meeting will not be required on the project.
The lot is across the street from the Abernethy Apartments, a completed project by Dennis Sackhoff‘s Urban Development Group. Remmers’ VWR Development LLC is registered at the same Beaverton address as the Urban Development Group LLCs.
VWR Development LLC lists Douglas Grim as its registered agent. Walter Remmers and Victor Remmers are both listed as members.
The applicant on the project is Richard Rapp of TVA Architects.
Remmers and Rapp are collaborating on another project at SE 13th and Spokane in Sellwood. That development, like the proposed Hawthorne building, is a four-story mixed use structure, with ground floor commercial and upper floor apartments.
Spring Market is located next to Claudia’s Sports Pub and Grill.
