A 4-story, 51-unit apartment complex is coming to SE 20th and Morrison, replacing a vacant lot that previously housed food carts.
The developer applied for early assistance in March 2014 and for the construction permit in June. There will be some amount of parking in the basement.
The lot is owned by Dennis Sackhoff‘s Urban Development Group, registered at 735 SW 158th Avenue in Beaverton, which has been responsible for numerous controversial developments across Portland’s east side. David Mullens has been the applicant representing UDG on this project.
Mullens has often found himself defending development against angry neighbors of his projects. Whether it’s replacing an 18-unit historic Victorian house with 49 townhouses and calling the existing structure “an eyesore for the neighorhood,” or building a 50-unit no-parking complex on NE 20th and Couch and trying to convince the neighborhood that “Dennis Sackhoff is not developing these apartments to put money in his pocket,” Mullens finds himself on the receiving end of a lot of resentment against development.
The contractor on the project at SE 20th and Morrison will be SK Hoff Construction LLC, also owned by Sackhoff.
Applications list the co-owner of the property as The Group, LLC, which is made up of the same registered agent and principals as Meadows Group Inc. Realtors, located just down the street on the same block as Sackhoff’s development.
Directly across the street from the new development is another multifamily residential complex. It was built in 2012 by Creston Homes LLC, which is another development company owned by Dennis and Mary Sackhoff, and managed by David Mullens. Before the new apartment construction, the building had housed a business that transferred old home movies to DVD, then Modo Boutique, and later Cemetery Gates Cafe.
Creston Homes demolished that 2-story commercial building and built a 59-unit apartment complex.
Sackhoff is also affiliated with other development organizations, including Arbor Custom Homes, Anchor Property Management, West Hills Development and RES Construction, among others.
His development at SE 20th and Morrison is blocking off the entire west sidewalk on 20th.
The posted permits indicate this will continue for roughly three more months.
